    "content": "In the Vote of the Ministry, I expected to see clean development mechanisms; funding a budget that will enable the Ministry to either do research. Unless research has been handed over to a different department, I am not seeing how that will be taken care of. We are supposed to be approaching clean development differently. I know we have talked about Nairobi River so many times. It is as if the environment is around Nairobi River. There are so many areas that are degraded. There are areas that are very vulnerable in the drier parts of Kenya. About 80 per cent of Kenya is arid and semi arid. What are we doing about it? What are the effects of the management of those fragile areas on environmental degradation? In the 1980s, Kenya was used as one of the pilot areas when desertification was being mapped and we were mapped. I do not know whether that information is being used by the environment ministry in any way because we do not see any link between protocols, what has been done and what is currently going on if you read the budget."
