    "content": "Having said that, Madam Temporary Deputy Speaker, I have observed very clearly that there is a disconnect between the Government, the institution of governance and the local man. The person being seen as between the two is the hon. Member. If we look at the institutions that are out there connecting the activities of the local people and the Ministry, there is none. There is no link between the Government, the Ministry and the person; that individual in the village. You only see a District Forest Officer and his security personnel. All they do is to arrest loggers and people who grow their crops. Those officers do not tell them what they would like them to do to contribute to the efforts of the Ministry. Allow me, therefore, to agree with a friend of mine here that we need to institutionalize the Ministry from the top down to the village."
