"content": "One of the reasons I came back this afternoon to contribute to this piece of legislation is because I saw an element of the Bill being future-centric. In the past, we employed whomever; you did not have to account to anybody. There is an issue of accountability and the day we will all remember that we have that fiduciary duty; that legal obligation to be our own brother's keepers, is the day that this country called Kenya will develop. It is a day that all of us will compete for just making the country a much better place for future generations. This Bill is quite timely, and I do hope that as we speak to this Bill, we will keep in mind the principles defined in Article 232 of the Constitution of Kenya 2010. This Bill does nothing other than save our counties, particularly the County of Narok, from family capture, save the country from individual captures; those people who are strong- willed and those people who have deep pockets and control different departments, as well as allow meritocracy and give us a chance to change the future of this nation for future generation. I support."
