    "content": "Mr. Speaker, Sir, I rise under Article 152 (4) (a) of the Constitution. Since there is an assertion by Sen. Miraj that the CS, hon. Aisha Jumwa, is being targeted because she comes from Coast. This is a very unfortunate statement. Article 152 (4) (a), states that - “Each person appointed as a Cabinet Secretary - (a) assumes office by swearing or affirming faithfulness to the people and the Republic of Kenya and obedience to this Constitution, before the President and in accordance with the Third Schedule.” Mr. Speaker, Sir, is it in order for Sen. Miraj to assert and state that the reason the CS, hon. Aisha Jumwa, is being targeted is because she comes from Coast?
