    "content": "Thank you, Mr. Speaker, Sir. I reiterate what my colleague, Sen. Mandago, has raised. Mr. Speaker, Sir, in 2008 or 2009, I was in the National Assembly with you, Sen. (Dr.) Khalwale and Sen. Mungatana. Anybody who assumes that when a Cabinet Secretary comes to make a presentation on a national matter and those who are going to listen to the contributions and discussions are wasting their time, is wrong. The first thing is that the Kenyan public is interested in listening and hearing how Cabinet Secretaries are articulating Government policies and how they will be answering those critical questions.
