Deputy Speaker, absence of resources for programs like agriculture and roads which are meant to generate revenue for our economy, means that we are not doing much for our country. I urge Members to support the implementation of those raft of proposals that have been recommended by our Committee to the National Treasury, so that we can have value for money. Can you imagine a commitment fee to the tune of Ksh4 billion? That money is enough to build a road from Barwessa to Kolowa, and which can transverse about three or four constituencies in Kenya. That money cannot be accessed because the loan has been approved."
