    "content": "The 2024 Medium-Term Debt Management Strategy has been brought to the House so that we can look at it. I like the mood in the House. Today, I have listened to Hon. Members speak on this Motion. I wish this is how we debate issues touching this country. The Committee Members have given their comments. The National Treasury is mandated to develop a strategy to manage debts, as per the Constitution and laws of Kenya, specifically the Public Finance Management (PFM) Act which prescribes how it should be done."
