    "content": "The Bill is not also clear on how funds for implementing local community projects will be budgeted, accounted for and such matters reported separately from the revenue assigned to the county governments to be utilised for the benefit of the entire county. Let us assume that we will give that money, as the Bill proposes, and we leave it in the wilderness for the county governments to decide on how to use it.
