    "content": "Hon. Temporary Speaker, the Committee noted that this is a money Bill, pursuant to Article 114 of the Constitution. As such, it can only be introduced in the National Assembly pursuant to Article 109 (5) of the Constitution. In accordance with the Constitution, the National Treasury has to give its input where a money Bill is concerned. On many amendments with financial implications that have been brought to House, the Hon. Speaker has always told us that the Constitution does not allow us to proceed with such amendments. Having considered the Bill, for the foregoing reasons, the Committee recommends that the House rejects the Bill in its entirety."
