    "content": "In conclusion, I implore upon Members consider the comprehensive Report by the Departmental Committee on Environment, Forestry and Mining as they debate this Bill so that they may make informed decisions. Members should also appreciate the concerns that came out of the public participation. Out of the 19 stakeholders and Government agencies that appeared before the Committee, only four supported the Bill. The others rejected it."
