    "content": "Another problem I have been able to pick out is the functions of the proposed authority. Clause 5(1)(d) talks about “overseeing the administration of funds set aside for community projects to be implemented under a benefit sharing agreement.” This is the authority that is overseeing sharing of benefits that are set aside for a community – which money, under this Act, is to be administered by the county governments. How does a national authority oversee what the counties do? There is possibly going to be conflicts here. Unless it is resolved, it is a recipe for inter-governmental conflict."
