    "content": "Mr. Speaker, Sir, thank you for giving me this opportunity to also give my input on this budget proposal. I will talk on one area of pending bills. According to this report, the pending bills contribute to up to 5 per cent of GDP. When we have pending bills, it means that there is no liquidity in the private sector. For those also who have done that business, there is no profitability at all. So, if you walk around this country nowadays, businesses are completely down. This is caused by these types of pending bills. In other counties like Meru County, during the last financial year, the budget that was set there for loans was almost Kshs531 million. The County Government of Meru decided to take that back to a programme called the Mechanical Transport Fund (MTF). So, all that money was given back to the Ministry of Transport so that they could use their machines to make the roads in Meru. It tells you that in Meru, anyone with a grader, tipper, or a shovel is not doing business. All the people employed by these business people are not doing any business.
