    "content": " Thank you, Hon. Speaker. I rise to support the Chairman of the Budget and Appropriations Committee. I also congratulate him for a well-detailed report elaboration on the Floor of the august House. As a member of the Departmental Committee on Justice and Legal Affairs, I urge this House, as we undertake the budget-making process, to ensure that we cater for and increase the allocation to the Judiciary. Article 48 of the Constitution of Kenya, 2010, stipulates that the State must facilitate equal and expeditious access to justice in Kenya. It is quite unfortunate that due to funding constraints, there is a backlog of cases in the Judiciary.
