    "content": " Thank you, Hon. Speaker. I was saying that the Budget Policy Statement has ventured into areas that ensure equity in development and resource allocation. I am just wondering why there is a need to increase money for the National Security Intelligence in this Budget Policy Statement. Why do we have a shortfall in capitation for primary education and free secondary education and yet, we are allocating an extra Ksh12 billion to the National Security Intelligence? That money should have been allocated to capitation for education."
