    "content": "Hon. Speaker, there is a major gap that has not been addressed by this Budget Policy Statement. Whereas we have provided enough money for capitation for higher education and universities, loans for universities and Technical and Vocational Education and Training Institutions (TVETs), we have not provided any money for quality assurance in TVETs. We are establishing so many TVETs in every constituency; we have over 200 TVETs, but there is no provision for quality assurance. We could be spending money that we will not get value for. I want to request the Chairman of the Budget and Appropriations Committee to ensure that, as we move forward, they should consider providing money for quality assurance in TVETs."
