From what I see in this Bill, it only focuses on when you are dealing with one county to another; where one resource is in one county and the benefits transcend to another one. I want to give the example of Lake Victoria. My constituency has a very big portion of it. Many of us thought in the past that the water is an infinite resource. However, over the years, it has become evident that even water is not endless.
