    "content": "we have very many people right from northern Kenya to other counties who fish within Suba North. Hon. Temporary Speaker, I welcome you there. You will be surprised to find people from your own constituency who own the largest number of boats in my constituency. We welcome them. We do not oppose it. When you have a situation like that, people start fighting over where they will park their boats. People fight over fishing areas. I called a meeting to resolve a conflict among the omena fishers, nile perch fishers and fishers of other kinds of fish. There are people who fish at night and others during the day. The people who fish during the day come and put their nets during daytime. Omena fishers come at night and they discover that there is no more space to put their nets. They cut loose the nets of the people who put theirs during the day. When they come back, all their fish has either been stolen or escaped. This leads to conflicts where people arm themselves."
