    "content": " Thank you, Hon. Temporary Speaker. I am also in between about supporting or opposing the Bill. The Bill has many inconsistencies, mostly on issues that Members have raised, such as those related to appointments. An appointment to a parastatal or a Semi-Autonomous Government Agency (SAGA) does not need to come to Parliament. The President just appoints his preferred choice. However, those issues can be amended if the spirit of the Bill is good. As I listened to the Mover yesterday, I felt I would oppose the Bill in totality. However, I will go the Hon. Millie Odhiambo route, whereby if the Bill manages to go beyond the Second Reading Stage, I will propose amendments to it.
