Instead of carrying out a review of integration of the regional authorities, the Committee would have done a much more serious soul-searching and create a totally new framework, one that is aligned with the current realities in the country; one that is aligned to where we want to go as a county to ensure that we have organisations and institutions that serve the purpose. As we speak, these authorities have not delivered much. I do not support the Bill, Hon. Temporary Speaker."
