    "content": "The issue of Heads of Department was discussed at length. We thought that senior supervisors should be mainly senior public employees. This is because they will be handling very sensitive information. Despite the fact that we required them to have a Masters degree, we thought that they will be more responsible. That is why we decided on that matter."
