    "content": "Mr. Temporary Speaker, Sir, when you look at the Bill, they say the funds from the Affordable Housing Funds will be distributed to the National Housing Corporation (NHC), Kenya Slum Upgrading (KSU), Locals Housing and Infrastructure Fund (LHIF) and the State Department of Housing and Urban Development. For heaven’s sake, why would a Ministry be involved in the construction of affordable houses, yet we have an institution called the NHC that is supposed to do that on behalf of the Government of Kenya?"
