    "content": "Settlement. He was the Minister for a very long time. I do not think that Mzee Jomo Kenyatta was not thinking when he did that. He left one person to look after that Ministry for so long. There was need for stability and coherence in policy in the Ministry of Lands and Settlement. I do not know why, although hon. Members are talking about the Ministry settling people, the word, “settlement” is no longer in the title of that Ministry."
