    "content": "Mr. Temporary Chairman, Sir, I beg to move- THAT Clause 4 of the Bill be amended by deleting sub-clause (2) and substituting therefor the following new sub-clause— (2) The Levy shall be paid at the rate of one-point five percent of (a) the net salary of an employer; or (b) the net salary of an employee provided that the amount paid to the collector shall not exceed Kshs2,500."
