    "content": "Mr. Temporary Chairman, Sir, I beg to move- THAT Clause 6 of the Bill be amended— (a) by renumbering the current paragraph as sub-clause (1); and (b) by inserting the following new sub-clause— (2) The Cabinet Secretary shall provide by notice in the Gazette that the following persons are exempt from section 4 to the extent specified in the notice— (a) any person who enters into a subsisting mortgage that is not contemplated under this Act;"
