    "content": "Mr. Temporary Chairman, Sir, I beg to move- THAT Clause 11 be amended (a) in sub-clause (1) by deleting paragraph(b); and (b) by deleting sub-clause (3) and substituting therefor the following new subclause (3) The monies shall be allocated to county governments as a conditional grant in accordance with the Public Finance Management Act and on such conditions as may be prescribed by the Cabinet Secretary for the time being responsible for the National Treasury. The justification is to have all the monies collected for affordable housing be given to county governments as conditional grants in accordance with the Public Finance Management (PFM) Act and in line with the provisions of the Sixth Schedule that demarcates functions between national and county governments, development functions being a preserve of county governments. If the boards were to undertake this function, it will be in conflict with clear and unequivocal provisions of the Constitution."
