    "content": "Mr. Temporary Chairperson, Sir, I beg to move:- THAT, Clause 44(2) of the Bill be amended by deleting paragraph (a) and substituting therefor the following new paragraph- (a) to a fine not exceeding twenty million shillings or imprisonment of a term not exceeding ten years, or both; and. This amendment seeks to increase the penalty for misappropriation of the monies of the Fund. We have increased from Kshs10 million to Kshs20 million and a term not exceeding 10 years if you misappropriate this money."
