By doing so, you can convince Members and then we subject it to the vote. Sen. M. Kajwang’ had all the opportunity during the Second Reading and the Third Reading to bring an amendment, which could have cured his problem. He could have an amendment that it should be open-ended, so that we bring it to the vote at the Third Reading."
