    "content": "Mr. Deputy Speaker, Sir, I would like to inform the House that the Ministry disbursed last free day secondary education grants, being the third tranche for 2011, to all schools in the country at a rate of Kshs2,044 per student, to subsidize fees paid by students. In addition, those most affected by drought in 2011 were identified by the District Education Boards (DEBs) for improvement of infrastructure."
