Otiende Amollo read Standing Order 148, he twisted it to fit his circumstance to want to debate this Third Reading as if we are doing Second Reading. When we come to Third Reading, we comb clause by clause. Even though you have read several clauses, which is okay, we need to debate amendments. That is the essence of the Third Reading. We cannot open debate as if we are in the Second Reading."
