Temporary Chairman, if we have (g) which provides for counties to make laws, yet funding for all these things is coming from the levy, does it mean that as they make the laws they must refer to the national body? It would then be like what we have here whenever we have the Finance Bill. This money will not be given through the division of Revenue Bill. It is a levy on its own and a law is being made at the county level. What will be the process, particularly with regard to financing?"
