    "content": " Hon. Temporary Chairman, this is an absurdity of the whole process. Honestly speaking, how can somebody in their right sense insert this particular clause? In the reminiscent days of the Commission on Lands, you could not sell or charge a property until you had the consent of the Commissioner of Lands. That was a licence that was given to you under the Government Lands Act which has long been abolished. We are suggesting that a person who will get affordable housing will never have a chance to upgrade to another housing. For one to go to another housing, he must dispose the first house in an open market and move to a higher level. What is happening? I just do not understand!"
