    "content": " Thank you very much, Hon. Temporary Chairman. I am still on the contentious clause that we are dealing with. I heard Hon. Chepkonga bring up the issue of semantics. In all honesty, we say that the devil is in the details; the difference between a purchaser, a proprietor and an owner are clear as shared by Hon. Otiende. As a House, we need to be very careful. We should not pass a clause that is in contradiction with the Constitution. We all know that the Constitution is supreme. In my view, we should review and re-look at the provisions of Clause 42B because it is in direct contradiction with the Constitution. We do not want to pass a law only for someone to go to court tomorrow and stop this whole process yet we had the opportunity to do the right thing."
