    "content": " Thank you, Mr. Speaker, Sir. I beg to move that the Speaker do now leave the Chair. Before presenting the Financial Budget of 2009/2010, I would like to make some brief comments on the challenges we are facing in the energy sector. The theme of this year’s Budget was; “Overcoming Today’s Challenges for a Better Kenya Tomorrow”. The entire world is facing a crisis as we are talking. In fact, they are calling it “the F3 crisis”; that is, food, fuel and finance crisis. In the energy sector, we are in the midst of a serious crisis largely caused by the crisis in the water sector. The electricity sub- sector has continued to experience frequent prolonged power blackouts in some parts of the country due to extremely limited generation capacity. Kenyans are receiving inadequate and low quality power due to massive vandalism of transformers, weak transmission and distribution systems, high power losses and extreme voltage fluctuations. There has been chronic under-investment in power generation, transmission and distribution projects for quite a number of years now."
