    "content": "The other challenge that we have in the country is that when you talk of employment of persons with disabilities, there are jobs that are specific; they need someone with specific qualifications like a professor or someone with a master’s degree. We want to face the matter critically. Do we have an institution in the country that can train persons with disabilities to such levels? If they are there, how many are they? Do we have sufficient teachers in the country? This is a matter that the Committee should look into deeply. It is not as it looks at face value. We are aware that most families have persons with disabilities. However, it is a challenge for those persons to access education. The Competency-Based Curriculum (CBC) is talking of integrated education in our schools, where persons with disability can also join. I am aware of families that are not willing to take their children to such schools because disability in our communities is considered a curse. Therefore, it is a challenge taking them to schools where other normal children are and, when they are taken such schools, the normal children stay away from them. So, even if we talk of employment, do persons with disabilities have the necessary qualifications for employment? The answer is no; they do not have. Do we have institutions that can train them? The answer in no. They are not there. So, Hon. Sheikh Yussuf, it is not only a matter of recommending timelines for implementation. This has got to do with the whole process of our education system."
