    "content": " Thank you, Hon. Temporary Speaker. At the outset, I applaud the Committee for work well done. The Report is thorough, insightful, and comprehensive and is concerning the inclusion of people with disability. Article 54(2) of the Constitution talks of empowering people with disability. More so, Section 2 requires a progressive realisation of mainstreaming people with disabilities in institutions and electoral offices. It suggests that, at least, 5 per cent should be the benchmark. It does not mean that it has to be 5 per cent. There is nothing measurable in the attainment of, at least, 5 per cent, 14 years since the promulgation of our Constitution.
