    "content": " Thank you Hon. Temporary Speaker. I will maximise my four minutes. First and foremost, we should all know that we are candidates of disability. At one time in life, you may become disabled. So, treat people with disabilities the way you would want to be treated if you become disabled. I sincerely thank Members of my Committee and all Members of Parliament who have 100 per cent supported this Report. No one has opposed it. I sincerely thank all Hon. Members. The law says that we should reach the 5 per cent progressively. This is opaque and we need to change or amend it. This is because 14 years down the line, institutions that are at 0.5 per cent are still arguing that they are moving progressively towards achieving 5 per cent. So, there is need to amend that Act.
