    "content": "people living with severe disability. In doing so, we will avoid the risk of making this country a social welfare country with an economy that cannot support it. As I had alluded to earlier on, we already have the Inua Jamii Cash Programme and we are looking to expand it to carry more Kenyans. There are very few Kenyans who are meaningfully, and I dare say, formally employed. You might find that each individual who has a payslip has no less than 11 Kenyans on their back. If we were to make this country a social welfare state, would we be able to afford? While I support the idea that we need to rethink how we deal with care givers, I also want to state that we should see this as a short-term measure as we put up institutions that would give a more comprehensive and sustainable care to the people who need it most; those who are living with severe disabilities. I stand to support Hon Dorothy Ikiara for such a brilliant Motion that pricks our conscience and makes us think about the least in our society. Hon. Dorothy Ikiara, this is a good Motion. You are a good person and you shall go to heaven because of this. Thank you very much."
