    "content": "the Senate in formal reports. If these reports are not forthcoming, then you do not have any information with which you can probe any malpractice. If I heard the Senate Majority Leader correctly, there was an established practice that these reports were transmitted to the Senators either quarterly or sometimes monthly. That practice has since stopped, for reasons nobody can explain. The only person who can explain why these reports have stopped flowing to the Senate is the Controller of Budget. Therefore, pursuant to Standing Order No.1, I direct that the Controller of Budget (CoB) appears before the House on Wednesday, 27th, March, 2024, immediately after Question Time to explain to the Senate- 1) Why those reports ceased flowing to the Senate. 2) A commitment and undertaking that these reports from the day she will appear before you going forward, shall be transmitted to the Senate either monthly or quarterly as demanded of the Office of the COB by the Constitution. The Office of the Clerk is also directed to facilitate the appearance of the CoB on Wednesday, 27th March, 2024. Hon. Senators, I will give limited intervention to all the Statements that have been made. We shall take half-an-hour for the interventions starting with Sen. Sifuna."
