    "content": "The drafters of Article 211 of the Constitution knew that the Government would borrow to sustain its operations and development. However, we must be disciplined. Corruption is the biggest soft underbelly in this country that is choking both national and county governments. This country would be far if we fought corruption and accounted for every shilling we borrowed. The country has risen like a phoenix.
