    "content": "This Bill also proposes to establish Office of Head of the Public Service. The Secretary to the Cabinet should not necessarily manage the President's Office. I support the establishment of Office of Head of the Public Service because he will be in the Executive Office to purely handle matters of the Presidency. This is a very important proposal. There is nothing in the Constitution that is against the establishment of that office. As argued by other speakers, there is nothing unconstitutional that has been established."
