"content": "Mr. Deputy Speaker, Sir, people are hearing now that there is fibre optic. They have heard that there is a marine cable. So many people in the rural areas are asking what this cable is going to do. The Ministry must be focused and disseminate all this information so that we can get to know. Some of us who have some knowledge in IT believe that this is the right direction. With the fibre optic in place, the issue of frequencies will not be a problem like before, where some radio and television companies were being given a lot of frequencies, but most of which lay idle. I believe that with liberalization and universal access to ICT, this is an area we should look into, so that the frequencies that are available can be given to deserving Kenyans without delay."
