    "content": "Mr. Deputy Speaker, Sir, most parts of the rural areas, including my own constituency, are hardly covered by mobile telephone service delivery. I think it is very important for this Ministry to look for ways and mean, even if it means subsidizing these mobile telephone companies or giving some form of incentives to them to ensure that many poor people in rural areas and marginal areas are covered and provided by mobile service delivery."
