The Second Schedule has the court fines amounting to Kshs108 million, 20 per cent share of mineral loyalties to Kshs3 billion; the Third Schedule of Kshs29 billion and the Fourth Schedule containing the transfer of national Government expenditure which amounts to Kshs4.12 billion."
