    "content": "Thank you, Mr. Temporary Speaker, Sir. I want to take this opportunity to first thank the Cabinet Secretary and the Principal Secretary on behalf of the people of Marsabit County. We visited the office of the Cabinet Secretary some time back because of the problems we had with electricity in Marsabit County, and that problem has been solved through his efforts and that of his Principal Secretary. Thank you very much on behalf of our people. The question that I want to ask is who is going to foot the bill? Who is going to pay the cost that the business people incurred and the damages? That is my question. The other question is this: KenGen is going to come to Marsabit County very soon. They have already started the public participation process, and the Cabinet Secretary is aware that we had an issue with Lake Turkana wind power and the issue is still before the court. Can the Cabinet Secretary tell us what he will do in regard to KenGen going to Loiyangalani for the supply of electricity? Finally, I want to ask the Cabinet Secretary to tell us how far he has gone on the issue of the line from Lake Turkana Wind Power going into Marsabit and Isiolo."
