    "content": "Thank you, Mr. Temporary Speaker, Sir. Kindly allow me to take the Cabinet Secretary back on the matter of the blackout. What was the reason for the blackout in the better part of Monday in Nairobi, to the extent that the Nairobi Funeral Home and the Mbagathi Hospital did not have power? Also, what are the plans to ensure that Level 4 and Level 5 health facilities, where the Government intends to place equipment to support the rollout of the Universal Health Coverage (UHC), have three-phase power? A case example is in West Pokot Level 5 Hospital, which does not have three-phase power and it has equipment that has been in store for the last seven years without being utilised for lack of power.
