Based on what you have said, I just wanted to inform the Leader of the Majority Party that if he looks at the definition of the word “disaster”, there is also the word “localized”. The Committee must also remove the word “localized” as they consider that amendment. They also need to look at the Clause in tandem with the Victim Protection Act that looks at victimization in terms of criminalization, including terrorism."
