I say this because this House has passed resolutions on 33 counties that have wards that have been declared as I will give an example of Kitui County. In Kitui County, we have 17 wards that have been declared as marginalized by the Commission on Revenue Allocation (CRA) and the House has passed that declaration. It should follow automatically that teachers in those 17 wards that are marginalized should benefit from hardship allowances. However, in those wards, there are teachers who are not benefiting from hardship allowance."
