Speaker, I appeared before the Committee in the morning as a friend of the Committee and the response by the Chair captures what the Cabinet Secretary said, except that there are no guarantees. What is happening, from the explanation of the Cabinet Secretary, is that the Ministry has decided to transfer the burden of costs from the Ministry to the hustlers themselves. Instead of the Ministry going down to the sub-counties, it has gone to the counties in order to save costs. Therefore, the young men and women who would be looking to be recruited will have to travel hundreds of kilometres in their thousands and spend the night at the county headquarters. So, the cost will go to those who are seeking to be employed, instead of the Ministry bearing that cost of employment. We have serious security challenges in Baringo County at the moment. As I speak in this House, there is no public transportation from any corner of Tiaty towards Kabarnet. That is a problem to the people I represent. It is guaranteed that they will not be employed or recruited at Kabarnet during this recruitment exercise. However, as you mentioned earlier when Hon.
