    "content": " Hon. Speaker, thank you very much for giving me this opportunity. What we need to do, especially in the recruitment of people to the armed forces, is to create greater accountability such that every Kenyan has an equal opportunity to be recruited into the forces. Hon. Speaker, what happens is that the recruitment officers will come to Kilifi and leave at the end of the day. We will not know who has qualified and who has not. At the end of the day when they do the report, there is nobody from Kilifi. Hon. Speaker, what we need at the end of the recruitment exercise, just like we do in elections, is the list of those that have been selected to be pasted on the wall of an office. This is for everybody to know that in this village or sub-county, so and so were taken from that rigorous competition. Just imagine those people come, run and do all those kinds of things. At the end of the day, you know that you have qualified. But you are taken to a chamber and you are told you cannot not be taken because you failed a urine test. Yet you did a urine test the previous day which showed that you are clean.
