    "content": "This is a proposal that we delete the entire Section 5 with its sub-sections. This is to align the proposed Bill with Article 240 of the Constitution. It was the feeling of the Committee that some of the members being introduced here cannot sit in the National Security Committee or the National Security Council because Article 240 is clear on the composition of the National Security Council."
